A meeting of the working group on the development of the Procedure for interaction between health care institutions of the Ministry of Health and the Ministry of Defense of Ukraine took place in Kyiv

On October 27, the National Military Medical Clinical Center "Main Military Clinical Hospital" hosted the first meeting of the working group on preparation of the Procedure for cooperation between health care institutions of the Ministry of Health of Ukraine and medical units of the Armed Forces of Ukraine in diagnosing HIV. clinical and laboratory monitoring of the disease and antiretroviral therapy for HIV-positive people.

The NGO Institute for HIV / AIDS and Tuberculosis initiated and organized this meeting in order to establish cooperation between civil health care facilities and the army, as well as to strengthen actions aimed at combating the HIV / AIDS pandemic in Ukraine.

The event was attended by leading experts of the country on these issues, in particular, the Chief of Staff - Deputy Commander of the Medical Forces of the Armed Forces of Ukraine, Colonel of the Medical Service Andriy Galushka; Head of the Epidemiological Department - Deputy Head of the Sanitary and Epidemiological Department of the Medical Forces Command of the Armed Forces of Ukraine - Mykola Olym; Head of the Research Institute of Military Medicine of the Ukrainian Military Medical Academy - Olesya Ivanko; Head of the Medical and Rehabilitation Department of the Medical Forces Command of the Armed Forces of Ukraine - Dmytro Lushnikov; Head of the Infectious Diseases Department of the National Military Medical Clinical Center "Main Military Clinical Hospital" - Anatoliy Vyshnyagov;  Head of the Laboratory Department of the National Military Medical Clinical Center "Main Military Clinical Hospital", Chief Laboratory Assistant of the Ministry of Defense of Ukraine - Yulia Kobernichenko; Chief Therapist of the National Military Medical Clinical Center "Main Military Clinical Hospital" Victor Dyachenko; State Expert of the Expert Group on Immunoprophylaxis, Development of Infectious Disease Prevention Programs - Irina Chibisova; coordinator of the work of the working group from the National Council for Combating Tuberculosis and HIV, AIDS - Iryna Koroyeva; Head of the Coordination Department for HIV, HCV and SMT Treatment Programs of the Center for Public Health of the Ministry of Health of Ukraine - Larysa Hetman; Head of the Tuberculosis Treatment Program Coordination Department - Yana Terleyeva; Head of the Substitution Maintenance Therapy Sector - Iryna Ivanchuk; a representative of the Public Health Center of the Ministry of Health of Ukraine - Olga Dashevets; Executive Director of ICF East-West - Olena Voskresenska; consultant of the International Institute of HIV / AIDS and Tuberculosis - Natalia Kozhan and others.

The main issue considered by the working group during the meeting was the creation of a normative document that regulates the interaction of health care institutions in the system of the Ministry of Defense of Ukraine and the Ministry of Health of Ukraine.

According to Andriy Galushka, there is an urgent need to develop a legal act that will regulate the procedure for cooperation between health care facilities of the Ministry of Health of Ukraine and the Armed Forces of Ukraine in combating HIV and medical care. assistance to HIV-infected servicemen and employees of the Armed Forces of Ukraine.

"During the monitoring visits to Odesa, Lviv, Kharkiv regions, which were carried out within the framework of the PEPFAR project “HIV Prevention in the Armed Forces of Ukraine: Testing and Counseling, Reducing the Risk of Infection on the Battlefield” it was found that between security institutions Health of the Ministry of Health and the Armed Forces of Ukraine there is no cooperation in providing medical care to HIV-infected servicemen and employees of the Armed Forces of Ukraine. As of today, there is no normative legal act that would regulate such interaction. There are also no standard surgical procedures for diagnosis, treatment, testing, index testing of partners of HIV-infected people. In addition, the regions have not developed routes for HIV-infected patients and their partners. This situation violates the rights of HIV-infected servicemen to provide quality, continuous assistance, ” - said Larysa Dobroskok, executive director of the International Institute for HIV / AIDS and Tuberculosis, explaining the purpose of the working group and initiating the development of a normative act.

Thus, as a result of the discussion, it was decided that the creation of such a document is an urgent need. Now the participants of the meeting, in accordance with their competence, will work on the development of the structure and text of the document, which will improve mutual understanding between institutions and contribute to the effective fight against the spread of HIV.
